The password for the next level is stored in the file data.txt, where all lowercase (a-z) and uppercase (A-Z) letters have been rotated by 13 positions

When we cat
the data.txt
file, we get this jumble:

Based off of the game description. We know it is just rotated text 13 times. (Look up rot13)
Here we’ll use tr
to reverse the rot13 “encryption”. A primitive form of letter scrambling (not secure).
